Shut off User Control, Install the program and and turn User Control back on.

Do you know if you can use Regsrvr to gain access to TM without reinstalling? And if so, what Dll would you register? I'm not totally familiar with the program, but recently used it to register the blackberry desktop manager on my PC....

I do not think so. What is the specific issue. Did you try to install timematters without shutting off user control?
